SWMS explained: what a Safe Work Method Statement actually is
SWMS stands for Safe Work Method Statement. In Australia it is a written document that must be in place before high-risk construction work starts — naming the activity, the hazards, the control measures, and how those controls will be implemented, monitored and reviewed. This guide explains the meaning, the 19 high-risk activities that trigger one, who is responsible, and how NSW, QLD and VIC duties line up.

SWMS meaning in plain English
A SWMS is not a safety essay. It is a short, task-specific plan for one piece of dangerous work: what we are doing, what can hurt someone, what we are doing about it, and who checks. If a worker doing the task cannot read it in a few minutes and change how they work because of it, the document has failed regardless of how thick it is.
The term comes from the model Work Health and Safety Regulations, which every state and territory except Victoria has adopted in some form. Victoria uses its own OHS Regulations and calls the equivalent document a Safe Work Method Statement as well — same name, slightly different trigger list.
When a SWMS is required
A SWMS is required before any high-risk construction work (HRCW) starts. Three practical consequences of that wording:
- Before, not during. A SWMS written after the scaffold is up is evidence of a breach, not compliance.
- Per activity, per site. The same trade doing the same task on a sloping block with overhead mains needs different controls than on a flat block.
- Reviewed when things change. New plant, new sequence, new crew, or after any incident or near miss.
The 19 high-risk construction work activities
The model WHS Regulations define 19 categories of high-risk construction work. If your task falls into any of them, you need a SWMS. On a typical residential job, falls over 2 metres, energised electrical services, trenching and powered mobile plant do most of the triggering.
1.A risk of a person falling more than 2 metres
Roof work, scaffold erection, void and stairwell edges, ladders over height, work off a truck tray.
2.Work on a telecommunication tower
Climbing, antenna work and rigging on communications structures.
3.Demolition of load-bearing structure
Any demolition of an element that is load-bearing or otherwise related to the physical integrity of the structure.
4.Likely disturbance of asbestos
Pre-1990 renovation, sheeting, eaves, vinyl backing, fencing — assume asbestos until a survey says otherwise.
5.Structural alterations requiring temporary support
Propping, needling, underpinning — anything holding a structure up while you change it.
6.Work in or near a confined space
Tanks, pits, silos, sewer and stormwater chambers, some crawl spaces.
7.Work in or near a shaft or trench deeper than 1.5 metres, or a tunnel
Service trenches, pier holes, lift shafts, detention tank excavations.
8.Use of explosives
Blasting and explosive-powered work on the construction site.
9.Work on or near pressurised gas mains or piping
Including live gas services being located, capped or relocated.
10.Work on or near chemical, fuel or refrigerant lines
Plant rooms, fuel storage, refrigeration pipework.
11.Work on or near energised electrical installations or services
Live switchboards, meter boxes and consumer mains — a very common residential trigger.
12.Work in an area that may have a contaminated or flammable atmosphere
Fuel vapour, solvents, spray booths, contaminated fill.
13.Tilt-up or precast concrete work
Panel casting, lifting, bracing and de-bracing.
14.Work on, in or adjacent to a road, railway or shipping lane in use
Kerb crossings, street frontages, traffic-managed deliveries.
15.Work in an area with movement of powered mobile plant
Excavators, telehandlers, EWPs, concrete trucks working near people on foot.
16.Work in an area with artificial extremes of temperature
Cool rooms, freezers, furnace and boiler environments.
17.Work in or near water or other liquid with a risk of drowning
Pools under construction, tanks, waterways, flooded excavations.
18.Diving work
Any construction diving activity.
19.Work in an area that may have a contaminated or unstable soil condition
Includes work on or near unstable ground, batters and retaining failures.

What must be in a SWMS
- The high-risk work being done — named against the activity that triggered the requirement.
- The hazards and risks arising from that work, on this site.
- The control measures, chosen in line with the hierarchy of control — eliminate first, then substitute, isolate, engineer, administrate, and PPE last.
- How the controls are implemented, monitored and reviewed — who does what, and how you know it is still happening on day fourteen.
- Site-specific detail — access, slope, neighbours, overhead and underground services, emergency arrangements.
- Worker consultation and sign-off — the crew doing the work must be consulted and record that they have read and understood it.
Who prepares it, who signs it, who keeps it
The PCBU carrying out the high-risk work prepares the SWMS — in practice, the contractor or subcontractor doing the task, because they are the ones who know the method. The principal contractor must obtain a copy before the work starts, keep it accessible on site, and can direct that work stop if the SWMS is not being followed.
Every worker performing the activity signs that they have read and understood it, and that signature should be dated at the time — a page of signatures collected in the office three weeks later is the single most common thing an inspector picks apart. Keep the SWMS until the work is finished; if a notifiable incident happens in connection with it, keep it for at least two years.
NSW, QLD and VIC duties
New South Wales — SafeWork NSW
Harmonised WHS Regulation 2017. The 19 HRCW categories apply as written, including the 2-metre fall trigger. Construction induction (white card) is required for anyone carrying out construction work, and a WHS management plan is required for projects over the notifiable threshold.
Queensland — Workplace Health and Safety Queensland
Also harmonised, with the same 19 categories. Queensland places extra weight on approved codes of practice — following the relevant code is the practical benchmark an inspector will measure your controls against.
Victoria — WorkSafe Victoria
Victoria did not adopt the model WHS laws; it runs the OHS Act 2004 and OHS Regulations 2017. SWMS are still required for high-risk construction work, but the Victorian list differs from the model 19 in places — most notably the fall trigger is 2 metres under the OHS Regulations with additional duties for work on roofs and near excavations. If you work across the border, build to the stricter of the two rather than maintaining two methods.
Other states and territories follow the model regulations with local variations. Confirm with your regulator before relying on any summary, including this one.
Where SWMS go wrong on site
- Generic template, untouched. A downloaded document with no site detail satisfies nobody — not the inspector, not the crew, and not your insurer.
- PPE listed as the control. PPE sits at the bottom of the hierarchy. If it is your main answer to a fall risk, the assessment was not done.
- Filed in the office. The version being worked to has to be reachable on a phone at the point of work.
- Never reviewed. The sequence changed in week three and the document still describes week one.
- No proof of consultation. Unsigned, or signed by the supervisor on everyone's behalf.

Who is responsible for preparing a SWMS?
The person conducting a business or undertaking (PCBU) carrying out the high-risk construction work prepares the SWMS — usually the contractor or subcontractor doing the task. The principal contractor must obtain a copy before the work starts and keep it available on site.
Is a SWMS the same as a JSA or risk assessment?
No. A SWMS is a legally required document for the 19 high-risk construction work activities. A JSA or job safety analysis is a general task breakdown that can be used for any work, and is not a substitute for a SWMS where one is required.
How long do you have to keep a SWMS?
Keep the SWMS until the high-risk work is complete. If a notifiable incident occurs in connection with the work, the SWMS must be kept for at least two years from the date of the incident.
